WebJan 11, 2016 · If Sanctuary is your only settlement so far, then just head back over to Vault 111 and sleep in the Overseer's bed, and the settlers in Sanctuary should calm down. Or find a bed in Concord, that should work too. He'll leave the area and disappear forever, so if you still need him around you'll have to make a new one with CreateCreature. You'll need to activate the console if you haven't already.
